The House Oversight Committee released the biannual FITARA scores grading Federal agencies on adoption of key IT initiatives.
Poor FITARA grades should create opportunity for industry but it seems it just highlights an unwillingness for Industry and the public sector to truly come together for the betterment of our Country.
For those unfamiliar with FITARA The Federal Information Technology Acquisition Reform Act made changes to the ways the U.S. federal government buys and manages computer technology. It became law as a part of the National Defense Authorization Act for Fiscal Year 2015 (Title VIII, Subtitle D, H.R. 3979.
One of the requirements would be that the government develop a streamlined plan for its acquisitions. The bill would increase the power of existing Chief Information Officers (CIO) within federal agencies so that they could be more effective. Each agency would also be reduced to having only one CIO in the agency, who is then responsible for the success and failure of all IT projects in that agency. The bill would also require the federal government to make use of private sector best practices. The bill is intended to reduce IT procurement related waste.
Out of the 24 agencies 5 grades went down and 4 went up 15 stayed the same. The below are the agencies that we believe create the best opportunities for industry to pursue immediately. The analysis is not complicated, we are just focusing on poor grades and the current administration’s desire to see these agencies transition and refocus on new technologies.
Department of Defense (DOD)- December 2016 Grade D+ Current Grade F+
Department of Labor (DOL)- December 2016 Grade C- Current Grade D-
Social Security Administration (SSA) December 2016 Grade B+ Current Grade C+
Office of Personnel Management (OPM) December 2016 Grade C+ Current Grade D+
